The following Set of Rules (SR) applies to the NoArt Bucharest event, organized by HOLIDAY MOOD INC S.R.L (the Organizer) at the specified location (Romaero) from September 13, 2024, to September 14, 2024.
This SR includes the rules that every participant must follow in relation to the organizer and other event participants. By purchasing a ticket and entering the event venue, the participant declares that they have read, understood, and will abide by this SR.
Minors are strictly prohibited from attending the event.
Participants who leave the event area and wish to return must purchase a new entry ticket.
The schedule or length of artist performances may change, in which case participants cannot request a refund or any other form of compensation due to these changes.
Participants are required to carry a valid identification document (ID, driver’s license, or passport) and present it upon request by the organizing team, security, competent authorities, or other officials.
Participants must pass through a security check upon entering the event area. The organizer enforces these measures for the safety of all participants. Access will be denied to those who refuse to undergo security screening.
Behavior that endangers the life, health, physical or mental integrity of others, or violates the rights of others, as well as any form of aggression towards other event participants, is strictly prohibited.
Any form of artistic demonstration or commercial, economic, or advertising activity is prohibited unless prior written permission is obtained from the organizer.
To ensure the event’s safe conduct, the organizer reserves the right to select clientele, restrict access to individuals who violate this regulation, and enforce current Romanian legislation.
The organizer has the right to deny access to the event area to anyone deemed potentially dangerous to the safety of other participants or the event’s safe conduct.
Pets, bicycles, scooters, or any wheeled vehicles are prohibited from entering the event area.
Participants must follow safety regulations presented in this SR and/or instructions from the organizer or their collaborators. Harassing event staff or any other person present at the event is strictly forbidden.
Climbing on any object placed within the event premises is prohibited.
Access with medications is permitted only if accompanied by a medical letter or any substitute document, and in small quantities (enough for one day’s use).
Smoking is prohibited in designated non-smoking areas (inside the hangar).
Recording the event without prior written consent from the organizer, including photography, filming, and sound recording, is not allowed. This restriction also applies to reprinting and/or copying articles from the program (brochure), posters, and other printed materials. If participants violate this clause, the organizer has the right to confiscate these recordings and destroy, use, and/or exploit them at their discretion, without prejudice to the organizer’s right to seek compensation from the participant for any present or future damages.
Payments within the event will be made using Payevent cards. These cards can be loaded with credit at specially designated cashiers. Unused amounts can be refunded at the cashier during the event, provided they are between 10 lei and 1000 lei.
The initial load cannot be less than 50 lei, from which 5 lei will be deducted for the card used. This fee is applied only once, upon purchasing the card, and is non-refundable to the customer.”
The organizer assumes no responsibility or liability for hearing damage, vision impairment, blindness, or other physical injuries or property damage during the event. The organizer strongly recommends that all visitors wear ear protection during the event.
Entering the event area is at the participant’s own risk.
If a participant violates any internal rules, laws, orders, or regulations applicable in Romania, as determined by the organizer, the organizer has the right to refuse the participant’s access to the event, remove them from the event area, hand them over to the competent authorities, and seek damages. These provisions also apply if the participant wears clothing with texts or symbols deemed offensive, discriminatory, or likely to insult or provoke aggression or unrest among participants, in the organizer’s opinion.
Additionally, the organizer reserves the right to restrict access to participants carrying certain types of objects and/or items that CANNOT be brought into the event area, including:
PROHIBITED ITEMS
- Drugs (Trafficking, commercializing, or consuming drugs or psychotropic substances, regardless of origin, constitutes a crime and is criminalized by Romanian law through art. 2 and art. 4 of Law 143/2000 on the prevention and combating of drug trafficking and illicit drug use). Any violation in this regard will be immediately reported to the competent authorities;
- Alcoholic beverages and other drinks;
- Food;
- Weapons (weapons and objects resembling weapons that can cause physical harm, including but not limited to: knives, pocket knives, glass objects, chains, firearms, explosives, fireworks, pepper spray, lasers, blunt objects, pyrotechnics, flammable or explosive materials, etc.);
- Drones;
- Cameras;
- Graffiti tubes (sprays or any type of paint);
- Promotional materials, flyers, stickers, etc.;
- Backpacks or fanny packs larger than 29 cm x 21 cm x 12 cm (A4 size);
- Selfie sticks, umbrellas, canes;
- Glass materials;
- Plastic bottles.
The organizer has the right to confiscate these items without returning them to the participant.

1. TICKET PURCHASES
1.1 Tickets for the NoArt Bucharest event can be purchased exclusively online at https://www.livetickets.ro/ and at the entrance during the event, provided tickets are not sold out before the event begins.
1.2 Online tickets can only be purchased with a debit/credit card, and the ticket will be sent only by email once payment is confirmed. After confirmation, participants will receive electronic tickets at the email address provided.
1.3 All tickets and invitations are nominal. A buyer can purchase multiple tickets only by specifying the names and email addresses of the beneficiaries of each ticket.
2. IMPORTANT
2.1 Posting the unique ticket series or QR code on social networks or any other website is prohibited. Such an occurrence may invalidate the ticket.
2.2 Posting ads, selling, or donating purchased tickets on social networks or other websites or public places is strictly prohibited.
2.3 Ticket, invitation, or wristband trafficking is illegal and punishable by law. If the organizer identifies individuals engaging in such activities, they will inform the authorities.
2.4 Purchased tickets are intended for personal use only. The only exception to this rule is promotional campaign contests with tickets, but only with the organizer’s written consent. Violation of this rule will result in the cancellation of tickets used for commercial purposes, and the individuals involved will be held accountable for any damages caused.
2.5 Paid amounts for ticket purchases will not be refunded.
2.6 Participants holding a ticket purchased from an unauthorized source may be denied access to the event. The organizer is not liable for any loss or damage resulting from the sale or purchase of a ticket (including ticket validity) for the event through channels other than those officially designated by the organizer.
2.7 The organizer has the right to conduct a preventive search of all participants before allowing them access to the venue and throughout the event.
3. ACCESS TO EVENTS
3.1 Access to the event area will begin at 8:00 PM on September 13, 2024.
3.2 All participants will be carefully searched by specialized personnel to ensure compliance with the rules imposed by the organizer and to ensure proper conduct during the events. The organizer has the right to deny access to any participant who refuses to be searched upon entry.
3.3 Access to the event area is only permitted to participants wearing a valid wristband provided by the organizer at the entrance after presenting the general admission ticket. A valid wristband ensuring entry to the event area must be intact and worn on the wrist. The organizer reserves the right to check the wristbands at any time, both at the entrance to events and inside the venue. If a participant is found not wearing the wristband inside the venue, the organizer reserves the right to escort the person out of the event area. The participant is responsible for maintaining the integrity of the wristband and is solely liable for its loss or damage.
3.4 Participants who leave the event area and wish to return must purchase a new entry ticket.
3.5 Participants must inform the organizer of any defects in the wristband upon receipt and have the right to request its replacement.
3.6 To verify the validity of the ticket/invitation, all participants must carry a valid identification document.
3.7 During security checks, any items identified as prohibited and not in compliance with the event’s rules will be confiscated and not returned to their owners. The organizer is not responsible for these items. Participants have the right to dispose of them in a trash bin at the entrance. Any illegal items found will be seized and disposed of according to the law.
4. EVENT RULES
4.3 From the moment they enter the event area, participants are fully responsible for their safety during the event. Being inside the venue implies that they are physically and mentally fit to participate in the event. The organizer warns that some shows may include effects and lights that can affect people with epilepsy.
4.4 Access by car to the event area is strictly prohibited. The organizer advises all participants to use public transportation or taxi services to reach the event location.
4.5 The organizer informs participants that in extreme weather conditions (storms, hurricanes, hail), exit points from the venue may become crowded. The organizer recommends that in such situations, all participants remain calm and follow instructions from the organizing team and, if necessary, the authorities present at the scene.
5. CONDUCT RULES WITHIN THE EVENT PREMISES
5.1 All participants must comply with the social and legal rules and regulations mentioned in this document. Participants are not permitted to engage in activities that could endanger or otherwise affect the safety or rights of other participants. The organizer is not responsible for the participant’s behavior toward third parties.
5.2 It is forbidden to bring pets to the event area. The organizer has the right to deny access to the venue to any participant accompanied by a pet.
5.3 The organizer reserves the right to deny access to the event area to any participant who is in an advanced state of intoxication or appears to be intoxicated.
5.4. It is strictly prohibited to fly drones over the event area or to use professional video equipment by participants.
5.5. Participants are strictly prohibited from engaging in any commercial or promotional activities, as well as promoting any product, service, activity, idea, political, or cultural movement in the event area without prior approval from the organizer.
6. LOST AND FOUND
6.1. Regarding lost items, the organizer will set up a special area called Lost & Found, where each owner can recover their belongings until the end of the event, provided they have been found and handed over to the organizer or their collaborators.
6.2. Participants are required to bring all lost items they find in the event area to the Lost & Found point. Owners of these items can claim and recover their belongings by following a standard identification procedure. The organizer will keep lost items for a maximum of 10 days after the event ends and will attempt to return them to their rightful owner.
7. FIRST AID AND SECURITY
7.1. Specialized medical personnel will be available in case of medical emergencies throughout the event.
7.2. Qualified security personnel will ensure safety during and across the event area. All participants must cooperate, respect, and comply with security personnel and the instructions given by them in case of an emergency.
7.3. Security personnel have the right to remove from the venue any participants who do not comply with the conduct rules mentioned above, who exhibit violent behavior, or who endanger other people.
8. WARRANTIES
8.1. The organizer guarantees access and use of the service throughout the event for each participant holding a valid wristband.
8.2. The event date may be subject to change.
8.3. Neither the organizer nor the participants are required to comply with these rules in the event of major conflicts such as wars, riots, demonstrations, terrorist attacks, accidents, fires, natural disasters, earthquakes, floods, major power outages, official resolutions from the government or local authorities, or any other situation that cannot be foreseen or controlled by the organizer or participants.
8.4. The organizer cannot be held liable for damages or injuries caused inside the venue by participants or resulting from extreme weather conditions.
8.5. Once the participant receives the wristband, they are obliged to check its integrity, and the organizer is no longer responsible for its condition. The participant is not entitled to any claims in case of loss or destruction of the access wristband.
8.6. The organizer is not responsible for actions that occur outside the venue.
8.7. Participants are fully responsible and will be held accountable for any damages caused to the organizer, its collaborators, or third parties resulting from failure to comply with legal provisions and the provisions included in this Set of Rules.
8.8. By accessing the event, participants expressly agree to comply with these regulations, as well as the environmental protection regulations and other rules that will be visibly posted at the access perimeter or inside the venue, or on the event’s Facebook/Instagram page/website. Participants also agree to fully cooperate with the event organizing team and follow their instructions during the event, as well as to pay for all services and products provided at the event, for which a fee is charged.
8.9. Upon entering the event, each participant voluntarily, indisputably, and irrevocably assumes full responsibility for their participation in the event. They are fully responsible for their actions and the consequences thereof. In the event of any incident resulting from the participant’s violation of these rules or due to personal decisions that affect the smooth running of the event, the organizer is exonerated from any type of liability.
8.10. The organizer has the right to prohibit or refuse access or to invite the participant to leave the venue if they violate these rules or other legal provisions.
9. ENVIRONMENTAL PROTECTION
9.1. Environmental care is one of the organizer’s top priorities, continuously supporting and promoting an eco-responsible attitude throughout the event. Participants are required to follow the instructions of the organizing team members regarding environmental protection.
9.2. The principles of reduce, reuse, and recycle guide the organizer in conducting the event, and every participant will accept the environmental protection rules during the event.
9.3. Event participants are required to comply with legislation regarding selective waste collection. Therefore, they must dispose of waste in the bins placed within the event area, respecting the categories and markings on those bins.
9.4. Destroying nature or any elements that are part of the environment, including materials or constructions of any kind within the event area, is strictly prohibited.
Upon entering the event area, the participant understands and agrees to the regulations presented above.
